THE CHARGES FOR THE AIR NAVIGATION SERVICES PROVIDED IN THE AIRSPACE OF THE REPUBLIC OF LITHUANIAThis Aeronautical Information Circular is prepared in conformity with Order No 3-23 of 17 January 2017 of the Transport Minister on the Procedure for Payment and Use of the charges for the air navigation services provided in the airspace of the Republic of Lithuania.TYPES OF CHARGEThe following charges are collected for air navigation services provided in the airspace of the Republic of Lithuania:route;terminal.The of route and terminal unit rate are established by the Public Authority Transport Competence Agency (hereinafter – TCA) in accordance with the Commission Implementing Regulation (EU) No 2019/317 laying down a performance and charging scheme in the single European sky and repealing Implementing Regulations (EU) No 390/2013 and (EU) No 391/2013 and the Multilateral Agreement relating to route charges.ROUTE CHARGESRoute charges are collected for air navigation services provided to an aircraft flying over the controlled airspace in Vilnius flight information region.The route charge is calculated according to the formula: R = W x P x D, whereR – the rate of route chargesD – the great circle distance divided by 100P – the route unit rate P = 60.74 EUR in case it is calculated and collected by EUROCONTROL CRCO, P = 60.64 EUR in case it is calculated and collected by air navigation services provider W – the mass factorMTOW – the maximum take-off mass rounded to the nearest number after the decimal point in the usual manner.The weight factor, expressed as a figure taken to two decimal places, shall be the square root of the quotient obtained by dividing by fifty the number of metric tons in the maximum certificated take-off mass of the aircraft as shown in the certificate of airworthiness or any equivalent official document provided by the aircraft operator. Where this mass is unknown, the mass of the heaviest aircraft of the same type known to exist shall be used. Where an aircraft as multiple certificated maximum take-off masses, the maximum one shall be used. Where an aircraft operator operates two or more aircraft which are different versions of the same type, the average of the maximum take-off masses of all his aircraft of that type shall be used for each aircraft of that type. The calculation of the mass factor per aircraft type and per operator shall be effected at least once a year.Great circle distance means the shortest distance in kilometres (KM):in the event of transit flight, measured from the point of entry into the controlled airspace of the Republic of Lithuania to the point of exit from the controlled airspace of the Republic of Lithuania;in the event of aircraft landing, measured from the point of entry into the controlled airspace of the Republic of Lithuania to the small aerodrome circle (with the diameter of 40 KM, i.e. with 20 KM radius around the aerodrome reference point);in the event of a flight between two airports of the Republic of Lithuania, measured by the distance between two small aerodrome circles;if the exit and entry point of one flight are identical in a charging zone, the distance factor shall be equal to the distance in the great circle distance between these points and the most distant point of the flight plan.TERMINAL CHARGETerminal charge is collected for air navigation services provided to aircraft landing at airports. The terminal charge is calculated according to the formula: T = I x W, whereT – the rate of terminal chargesI – the terminal unit rate I = 289,22 EUR - in the first terminal charging zone CZ1 where services are provided at the international airports of Vilnius (IATA: VNO, ICAO: EYVI), Kaunas (IATA: KUN, ICAO: EYKA) and Palanga (IATA: PLQ, ICAO: EYPA)I = 798,48 EUR - in the second terminal charging zone CZ2 where services are provided at Siauliai international airport (IATA: SQQ, ICAO: EYSA)W – the mass factorMTOW – the maximum take-off mass rounded to the nearest number after the decimal point in the usual manner.PAYMENT AND EXEMPTIONS FROM AIR NAVIGATION CHARGESThe charges for air navigation services provided in the airspace of the Republic of Lithuania shall be paid by aircraft operators to the Organization for the Safety of Air Navigation (hereinafter referred to as “EUROCONTROL”) or to providers of air navigation services.Interest on late payment shall be counted and the annual rate is established by the EUROCONTROL’s enlarged Commission. The late payment interest of 12.38 % per annum shall be imposed on those users of the airspace of the Republic of Lithuania which have failed to pay for the services within a period of 30 days. Aircraft operators shall be exempted from the route charges in cases specified by Paragraph 3, subparagraphs a), b) and c) of Article 31 of the Commission Implementing Regulation (EU) No 2019/317. These charges shall be paid by Lithuanian Transport Safety Administration from the budgetary appropriations of the Republic of Lithuania.Aircraft operators shall be exempted from the route charges in cases specified by Paragraph 3, subparagraph d) of Article 31 of the Commission Implementing Regulation (EU) No 2019/317. These charges shall be paid by the Ministry of National Defence from the budgetary appropriations of the Republic of Lithuania. Military aircraft operators of the Republic of Lithuania performing military flights and military aircraft operators of the NATO Member States, conducting or intending to conduct NATO’s air policing mission in the Baltic States, State aircraft operators of foreign countries, which in conformity with international agreements of the Republic of Lithuania or other international obligations, perform aerial observation (inspection) flights or transit flights for aerial observation (inspection) purposes in the airspace of the Republic of Lithuania as well as military aircraft operators of international organizations, to which the Republic of Lithuania belongs, are exempted from charges for the air navigation services provided in the airspace of the Republic of Lithuania.
