Many factors, such as radar coverage, controller workload and equipment capabilities, may affect these services, and the radar controller shall determine whether it is practicable to or continue providing radar services in every specific case.</x:p><x:p xml:space="preserve" id="i364093" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.2 Usually radar service is provided when the following call signs are used:</x:p><x:ol xml:space="preserve" id="i364095" Updated="No" class="lia" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i364096" Updated="No" class="lia">Aircraft under Area control - „Vilnius Control“;</x:li><x:li xml:space="preserve" id="i364099" Updated="No" class="lia">Aircraft under Approach control - “Kaunas Tower“, “Palanga Tower”, “Šiauliai Tower” and “Vilnius Approach“.</x:li></x:ol><x:p xml:space="preserve" id="i364102" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.3 The following radar stations are in Lithuania:</x:p><x:ol xml:space="preserve" id="i364104" Updated="No" class="lia" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i364105" Updated="No" class="lia"><e:Abbreviation Ref="i20469" Ident="PSR" Value="PSR" id="i364106" Updated="No" />/<e:Abbreviation Ref="i298430" Ident="MSSR" Value="MSSR" id="i364108" Updated="No" /> – stations at Vilnius, position 543822.14N 0251748.93E, range 60 NM/200 NM, mode S, surveillance identification code (SI)=29;</x:li><x:li xml:space="preserve" id="i364110" Updated="No" class="lia"><e:Abbreviation Ref="i21425" Ident="SMR" Value="SMR" id="i364111" Updated="No" /> – station at Vilnius, position 543836.48N 0251748.20E, range 1.62 NM;</x:li><x:li xml:space="preserve" id="i364113" Updated="No" class="lia">MSSR – stations at Palanga position 555904.12N 0210636.35E, range 200 NM, mode S, SI=38;</x:li><x:li xml:space="preserve" id="i364115" Updated="No" class="lia">MSSR – station at Kaunas Airport position 545729.57N 0240333.38E, range 240 NM, mode S, SI=06.</x:li></x:ol><x:p xml:space="preserve" id="i364117" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Vilnius <e:Abbreviation Ref="i16095" Ident="ACC" Value="ACC" id="i364119" Updated="No" /> operates multiradar tracking system based on Vilnius PSR/MSSR, Kaunas MSSR, Palanga MSSR, Ryga PSR/MSSR, Cirava MSSR and Gdansk SSR.</x:p><x:p xml:space="preserve" id="i364121" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Vilnius <e:Abbreviation Ref="i16488" Ident="APP" Value="APP" id="i364123" Updated="No" /> operates multiradar tracking system based on Vilnius PSR/MSSR, Kaunas MSSR and Palanga MSSR.</x:p><x:p xml:space="preserve" id="i364125" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Palanga <e:Abbreviation Ref="i22138" Ident="TWR" Value="TWR" id="i364127" Updated="No" /> operates multiradar tracking system based on Palanga MSSR, Kaunas MSSR and Cirava MSSR.</x:p><x:p xml:space="preserve" id="i364129" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Kaunas TWR operates tmultiradar tracking system based on Kaunas MSSR, Vilnius PSR/MSSR and Palanga MSSR.</x:p><x:p xml:space="preserve" id="i364131" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Šiauliai TWR operates multiradar tracking system based on Kaunas MSSR, Vilnius PSR/MSSR and Palanga MSSR.</x:p></e:Sub-section><e:Sub-section Number="2" id="i364136" Updated="No" class="Body"><e:Title id="i364137" class="Title1" Updated="No" xml:space="preserve">The application of radar control service</e:Title><x:p xml:space="preserve" id="i364143" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Radar identification is achieved according to the provisions specified by <e:Abbreviation Ref="i18731" Ident="ICAO" Value="ICAO" id="i364145" Updated="No" />.</x:p><x:p xml:space="preserve" id="i364153" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Radar control service is provided in controlled airspace to aircraft operating within Kaunas <e:Abbreviation Ref="i21975" Ident="TMA" Value="TMA" id="i364155" Updated="No" />, <e:Abbreviation Ref="i17361" Ident="CTR" Value="CTR" id="i364157" Updated="No" />, Palanga TMA, CTR, Šiauliai TMA, CTR, Vilnius TMA, CTR and above FL095. This service may include:</x:p><x:ol xml:space="preserve" id="i364174" Updated="No" class="lia" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i364175" Updated="No" class="lia">radar separation of arriving, departing and en-route traffic;</x:li><x:li xml:space="preserve" id="i364178" Updated="No" class="lia">radar monitoring of arriving, departing and en-route traffic to provide information on any significant deviation from normal flight path;</x:li><x:li xml:space="preserve" id="i364180" Updated="No" class="lia">radar vectoring when required;</x:li><x:li xml:space="preserve" id="i364182" Updated="No" class="lia">assistance to aircraft in emergency;</x:li><x:li xml:space="preserve" id="i364184" Updated="No" class="lia">assistance to aircraft crossing controlled airspace;</x:li><x:li xml:space="preserve" id="i364186" Updated="No" class="lia">warnings and position information on other aircraft considered to constitute a hazard;</x:li><x:li xml:space="preserve" id="i364188" Updated="No" class="lia">information to assist in the navigation of aircraft.</x:li></x:ol><x:p xml:space="preserve" id="i364193" Updated="No" class="Remarkitalic" xmlns:x="http://www.w3.org/1999/xhtml"><x:em xml:space="preserve" id="i364194" Updated="No">Note. In case of </x:em><e:Abbreviation Ref="i17021" Ident="CB" Value="CB" id="i364196" Updated="No" /><x:em xml:space="preserve" id="i364197" Updated="No"> availability radar vectoring is not provided.</x:em></x:p><x:p xml:space="preserve" id="i364202" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The minimum horizontal radar separations are:</x:p><x:ol xml:space="preserve" id="i364212" Updated="No" class="lia" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i364213" Updated="No" class="lia">TMA: 3 NM between identified controlled aircraft;</x:li><x:li xml:space="preserve" id="i364215" Updated="No" class="lia"><e:Abbreviation Ref="i17317" Ident="CTA" Value="CTA" id="i364216" Updated="No" />, <e:Abbreviation Ref="i22293" Ident="UTA" Value="UTA" id="i364218" Updated="No" />: 5 NM between identified controlled aircraft.</x:li></x:ol><x:p xml:space="preserve" id="i364222" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Levels assigned by the radar controller to pilots will provide a minimum terrain clearance according to the phase of flight.</x:p></e:Sub-section><e:Sub-section Number="3" id="i364243" Updated="No" class="Body"><e:Title id="i364244" class="Title1" Updated="No" xml:space="preserve">Radar and air-ground communication failure procedures</e:Title><e:Sub-section Number="3.1" id="i370869" Updated="No" class="Body"><e:Title id="i370870" class="Title1" Updated="No" xml:space="preserve">Radar failure</e:Title><x:p xml:space="preserve" id="i370876" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">In the case of radar failure or loss of radar identification, <e:Abbreviation Ref="i16639" Ident="ATC" Value="ATC" id="i370878" Updated="No" /> unit will apply appropriate contingency measure.</x:p></e:Sub-section><e:Sub-section Number="3.2" id="i370891" Updated="No" class="Body"><e:Title id="i370892" class="Title1" Updated="No" xml:space="preserve">Radio failure</e:Title><x:p xml:space="preserve" id="i370894" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The radar controller will establish whether the aircraft radio receiver is working by instructing the pilot to carry out a turn or turns, if the turns are observed, the radar controller will continue providing radar service to the aircraft.</x:p><x:p xml:space="preserve" id="i370896" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">If the aircraft's radio is completely unserviceable, the pilot should carry out the procedures for radio failure in accordance with ICAO provisions. If radar identification has already been established, the radar controller will vector other identified aircraft clear of its track until the time the aircraft leaves radar cover. </x:p></e:Sub-section></e:Sub-section><e:Sub-section Number="4" id="i364266" Updated="No" class="Body"><e:Title id="i364267" class="Title1" Updated="No" xml:space="preserve">Voice and CPDLC position reporting requirements</e:Title><x:p xml:space="preserve" id="i364271" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">NIL</x:p></e:Sub-section><e:Sub-section Number="5" id="i364278" Updated="No" class="Body"><e:Title id="i364279" class="Title1" Updated="No" xml:space="preserve">Graphic portrayal of area of radar coverage</e:Title><x:p xml:space="preserve" id="i364281" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">For the area of radar coverage see Chart “Area of Radars Coverage”.</x:p></e:Sub-section></e:Sub-section><e:Sub-section Number="ENR 1.6.2" id="i72618" Updated="No" class="Body"><e:Title id="i72619" class="TitleENR111" Updated="No" xml:space="preserve">SECONDARY SURVEILLANCE RADAR (SSR)</e:Title><e:Sub-section Number="1" id="i364286" Updated="No" class="Body"><e:Title id="i364287" class="Title1Reset" Updated="No" xml:space="preserve">Emergency procedures</e:Title><x:p xml:space="preserve" id="i364291" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.1 In emergency situations, the pilot shall maintain the last assigned code, unless otherwise instructed.</x:p><x:p xml:space="preserve" id="i364295" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.2 In addition to ENR 1.6.2, <x:a id="i375626" Updated="No" LastDataDrivenCheck="639008585436669162" href="#i364291">1.1</x:a>, the pilot may select Mode A, Code 7700, whenever he believes that would be the best course of action, in view of the nature of the situation.</x:p><x:p xml:space="preserve" id="i364299" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.3 A pilot experiencing the radio communication failure shall operate the SSR transponder to Mode A, Code 7600 and take actions prescribed for such a situation. Mode A Code 7601 shall be selected, if, during an IFR flight, a decision is made to land at the nearest suitable aerodrome in <e:Abbreviation Ref="i22434" Ident="VMC" Value="VMC" id="i396532" Updated="No" />. </x:p><x:p xml:space="preserve" id="i364304" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.4 The pilot of an aircraft being subject to unlawful interference, shall endeavour to set Mode A, Code 7500, to give the indication of the situation, unless circumstances justify the use of Code 7700. The pilot of an aircraft being intercepted by a military aircraft may apply the procedure in accordance with ENR 1.6.2, <x:a id="i375627" Updated="No" LastDataDrivenCheck="639008585437133241" href="#i364291">1.1</x:a>, if he believes that it would be appropriate in view of the circumstances of the individual case.</x:p><x:p xml:space="preserve" id="i364309" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">1.5 When SSR transponder operates incorrectly on Mode C, the pilot shall, unless otherwise instructed, immediately inform ATC unit concerned and switch off altitude reporting and transmit the framing pulses of the Mode C response. Alternately, he shall switch off completely Mode C if the design of the SSR transponder does not permit procedures stated above and maintain the Mode A transmission.</x:p><x:p xml:space="preserve" id="i364313" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">If the design of the SSR transponder does not permit Modes A and C being switched off separately, the SSR transponder shall not be switched off without explicit instruction by ATC, to ensure continuous transmission of identification and position information via Mode A.</x:p><x:p xml:space="preserve" id="i364318" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">When entering the area of responsibility of an ATC unit, the pilot shall maintain undertaken measures and inform the ATC accordingly.</x:p></e:Sub-section><e:Sub-section Number="2" id="i364334" Updated="No" class="Body"><e:Title id="i364335" class="Title1" Updated="No" xml:space="preserve">Radio communication failure and unlawful interference procedures</e:Title><e:Sub-section Number="2.1" id="i370917" Updated="No" class="Body"><e:Title id="i370920" class="Title1" Updated="No" xml:space="preserve">Radio communication failure procedure.</e:Title><x:p xml:space="preserve" id="i370926" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Radio communication failure procedures are prescribed in SERA.8035 and on the aeronautical charts of appropriate aerodromes.</x:p></e:Sub-section><e:Sub-section Number="2.2" id="i370931" Updated="No" class="Body"><e:Title id="i370932" class="Title1" Updated="No" xml:space="preserve">Unlawful interference procedure</e:Title><x:p xml:space="preserve" id="i370936" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Pilots of aircraft in flight subjected to unlawful interference shall endeavour to set the transponder to Mode A Code 7500 to give indication of the situation, unless circumstances warrant the use of A+C Code 7700.</x:p></e:Sub-section></e:Sub-section><e:Sub-section Number="3" id="i364352" Updated="No" class="Body"><e:Title id="i364353" class="Title1" Updated="No" xml:space="preserve">System of SSR code assignment</e:Title><x:p xml:space="preserve" id="i364357" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The functional codes for departing, arriving and overflying traffic are managed by European Centralised SSR Code Assignment and Management System (CCAMS). <x:br xml:space="preserve" id="i364359" Updated="No"
