Air Base of the Lithuanian Air Force is responsible for communication and navigation services at Šiauliai AD.</x:p></e:Sub-section><e:Sub-section Number="GEN 3.4.3" id="i76534" Updated="No" class="TitleGEN111"><e:Title id="i76535" Updated="No" class="Title" xml:space="preserve">TYPES OF SERVICE</e:Title><e:Sub-section Number="1" id="i76800" Updated="No"><e:Title id="i76801" Updated="No" class="Title1Reset" xml:space="preserve">Radio Navigation Services</e:Title><x:p xml:space="preserve" id="i76803" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The following types of radio navigation aids are available:</x:p><x:ul xml:space="preserve" id="i76825" Updated="No" class="li" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i76826" Updated="No" class="li"><e:Abbreviation Ref="i19159" Ident="LF" Value="LF" id="i96209" Updated="No" />/<e:Abbreviation Ref="i19486" Ident="MF" Value="MF" id="i96210" Updated="No" /> Non-directional Beacon (<e:Abbreviation Ref="i19788" Ident="NDB" Value="NDB" id="i96211" Updated="No" />);</x:li><x:li xml:space="preserve" id="i76827" Updated="No" class="li"><e:Abbreviation Ref="i22390" Ident="VHF" Value="VHF" id="i96212" Updated="No" /> Direction-Finding Station (<e:Abbreviation Ref="i22369" Ident="VDF" Value="VDF" id="i96224" Updated="No" />);</x:li><x:li xml:space="preserve" id="i76828" Updated="No" class="li">Instrument Landing System (<e:Abbreviation Ref="i18796" Ident="ILS" Value="ILS" id="i96225" Updated="No" />, <e:Abbreviation Ref="i18796" Ident="ILS" Value="ILS" id="i96226" Updated="No" />/<e:Abbreviation Ref="i17595" Ident="DME" Value="DME" id="i96227" Updated="No" />);</x:li><x:li xml:space="preserve" id="i76829" Updated="No" class="li"><e:Abbreviation Ref="i22390" Ident="VHF" Value="VHF" id="i96228" Updated="No" /> Doppler Omnidirectional Radio Range (<e:Abbreviation Ref="i17714" Ident="DVOR" Value="DVOR" id="i96229" Updated="No" />);</x:li><x:li xml:space="preserve" id="i76830" Updated="No" class="li">Distance-Measuring Equipment (<e:Abbreviation Ref="i17595" Ident="DME" Value="DME" id="i96230" Updated="No" />).</x:li></x:ul><x:p xml:space="preserve" id="i76842" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">All radio navigation aids are dual installations and equipped with secondary power supply.</x:p><x:p xml:space="preserve" id="i76852" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The maximum switch-over time to the standby transmitter correspond requirements set in ICAO Annex 10, Volume I; if these requirements cannot be met, the maximum switch-over time will be published as a remark within AD part of the relevant aerodrome, under item AD 2.19.</x:p><x:p xml:space="preserve" id="i76854" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Radio navigation facilities will not be available for navigation purposes during the maintenance period.</x:p><x:p xml:space="preserve" id="i76856" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The usable radio navigation aids are indicated in ENR 4 Radio navigation aids/systems and AD part of the relevant aerodrome AD 2.19 item Radio navigation and landing aids.</x:p><x:p xml:space="preserve" id="i76859" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The change-over point between radio navigation aids of an <e:Abbreviation Ref="i16688" Ident="ATS" Value="ATS" id="i187181" Updated="No" /> route is normally mid-way point between these aids or at the point of the change of track, if not otherwise published. Radio navigation aids are regularly flight checked and calibrated.</x:p></e:Sub-section><e:Sub-section Number="2" id="i76808" Updated="No" class="Body"><e:Title id="i76809" Updated="No" class="Title1" xml:space="preserve">Voice and/or data link services</e:Title><e:Sub-section Number="2.1" id="i369792" Updated="No" class="Body"><e:Title id="i369793" Updated="No" class="Title1" xml:space="preserve">Mobile Service</e:Title><x:p xml:space="preserve" id="i369799" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Unless otherwise notified, the aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service.</x:p><x:p xml:space="preserve" id="i369806" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">An aircraft should normally communicate with the air ground-control radio station which exercises control in the area being overflown. Crew should maintain continuous monitoring on the appropriate frequency of the control station and should not abandon the monitoring without informing the control radio station, except in an emergency.</x:p></e:Sub-section><e:Sub-section Number="2.2" id="i369811" Updated="No" class="Body"><e:Title id="i369812" Updated="No" class="Title1" xml:space="preserve">Fixed Service</e:Title><x:p xml:space="preserve" id="i369818" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Messages to be transmitted over the <e:Abbreviation Ref="i16265" Ident="AFS" Value="AFS" id="i369820" Updated="No" /> are accepted only if:</x:p><x:ol xml:space="preserve" id="i369831" Updated="No" class="lia" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i369832" Updated="No" class="lia">they satisfy the requirements of Annex 10, Vol. II, Chapter 3, 3.3;</x:li><x:li xml:space="preserve" id="i369834" Updated="No" class="lia">they are prepared in the form specified in Annex 10;</x:li><x:li xml:space="preserve" id="i369836" Updated="No" class="lia">the text of an individual message does not exceed 1800 signs.</x:li></x:ol></e:Sub-section><e:Sub-section Number="2.3" id="i369841" Updated="No" class="Body"><e:Title id="i369842" Updated="No" class="Title1" xml:space="preserve">Data Link Services - Controller-Pilot Data Link Communications (CPDLC)</e:Title><x:p xml:space="preserve" id="i369847" Updated="No" class="ParagraphBold" xmlns:x="http://www.w3.org/1999/xhtml"><x:strong xml:space="preserve" id="i369848" Updated="No">General</x:strong></x:p><x:p xml:space="preserve" id="i369855" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Provision of <e:Abbreviation Ref="i17289" Ident="CPDLC" Value="CPDLC" id="i369857" Updated="No" /> in the Vilnius FIR is based on the requirements of the Commission Regulation (EC) No.2023/1770. CPDLC is available for all properly equipped flights operating as general air traffic in accordance with the instrument flight rules within the controlled airspace above <e:Abbreviation Ref="i18089" Ident="FL" Value="FL" id="i369859" Updated="No" /> 285.</x:p><x:p xml:space="preserve" id="i369863" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The following data link services are provided in this airspace:</x:p><x:ul xml:space="preserve" id="i369874" Updated="No" class="li" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i369875" Updated="No" class="li">Data Link Communications Initiation Capability (DLIC);</x:li><x:li xml:space="preserve" id="i369877" Updated="No" class="li">ATC Clearances and Information (ACL);</x:li><x:li xml:space="preserve" id="i369879" Updated="No" class="li">ATC Communications Management (ACM);</x:li><x:li xml:space="preserve" id="i369881" Updated="No" class="li">ATC Microphone Check (AMC).</x:li></x:ul><x:p xml:space="preserve" id="i369885" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">CPDLC is conducted at the discretion of ATC and by the initiative of the pilot concerned.</x:p><x:p xml:space="preserve" id="i369891" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Initial contact with ATS unit is provided by voice communication.</x:p><x:p xml:space="preserve" id="i369895" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Voice shall remain as the primary mean of communication in time-critical situations</x:p><x:p xml:space="preserve" id="i369900" Updated="No" class="ParagraphBoldBreak" xmlns:x="http://www.w3.org/1999/xhtml"><x:strong xml:space="preserve" id="i369901" Updated="No">Flight Plan</x:strong></x:p><x:p xml:space="preserve" id="i369905" Updated="No" class="ParagraphPrevParag" xmlns:x="http://www.w3.org/1999/xhtml">Pilot intending to conduct CPDLC communications within the Vilnius FIR shall file the flight plan as follows:</x:p><x:ul xml:space="preserve" id="i369912" Updated="No" class="li" xmlns:x="http://www.w3.org/1999/xhtml"><x:li xml:space="preserve" id="i369913" Updated="No" class="li">in Item 10a - J1 for CPDLC ATN VDL Mode 2 capable aircraft;</x:li><x:li xml:space="preserve" id="i369915" Updated="No" class="li">in Item 18 - the indicator CODE/ followed by the aircraft 24-bit address expressed in an alphanumerical code of six hexadecimal characters.</x:li></x:ul><x:p xml:space="preserve" id="i369922" Updated="No" class="ParagraphBold" xmlns:x="http://www.w3.org/1999/xhtml"><x:strong xml:space="preserve" id="i369923" Updated="No">CPDLC Use</x:strong></x:p><x:p xml:space="preserve" id="i369927" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Within the Vilnius FIR CPDLC exchanges may only be conducted when the aircraft is under control of Vilnius ACC.</x:p><x:p xml:space="preserve" id="i369931" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">In the area of responsibility of Vilnius ACC, voice communication and radiotelephony instructions have priority over CPDLC instructions at all times.</x:p><x:p xml:space="preserve" id="i369935" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">CPDLC clearance shall not be executed by the crew until the pilot has sent a WILCO message in response to the CPDLC clearance or instruction received.</x:p><x:p xml:space="preserve" id="i369939" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Voice read back is not required for any CPDLC instruction.</x:p><x:p xml:space="preserve" id="i369943" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">In case of any uncertainty about a data link message, voice communication shall always be used.</x:p><x:p xml:space="preserve" id="i369947" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">If the pilot or ATC is in the opinion that CPDLC should no longer be used in the given circumstances, CPDLC shall be discontinued or terminated and the other party shall be informed about this by voice communication.</x:p><x:p xml:space="preserve" id="i369952" Updated="No" class="ParagraphBold" xmlns:x="http://www.w3.org/1999/xhtml"><x:strong xml:space="preserve" id="i369953" Updated="No">Data Link Communications Initiation Capability (DLIC) – Log-on</x:strong></x:p><x:p xml:space="preserve" id="i369959" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The data link address for Vilnius <e:Abbreviation Ref="i16095" Ident="ACC" Value="ACC" id="i369961" Updated="No" /> is EYVC.</x:p><x:p xml:space="preserve" id="i369965" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Normally log-on should be initiated 10 to 15 minutes prior to entering the Vilnius FIR. Log-on shall be initiated by the pilot. The pilot shall log-on using ICAO callsign as filed in the flight plan.</x:p><x:p xml:space="preserve" id="i369969" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">Irrespective of the number of Vilnius ACC sectors which are entered during the flight, only one log-on per flight is required.</x:p><x:p xml:space="preserve" id="i369976" Updated="No" class="ParagraphBold" xmlns:x="http://www.w3.org/1999/xhtml">ATC Clearances and Information service (ACL)</x:p><x:p xml:space="preserve" id="i369980" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The pilot may request changes to flight levels (climb or descent) or clearance direct to a point on the route via the data link. The pilot can send emergency messages via the data link as well.</x:p><x:p xml:space="preserve" id="i369987" Updated="No" class="ParagraphBold" xmlns:x="http://www.w3.org/1999/xhtml"><x:strong xml:space="preserve" id="i369988" Updated="No">ATC Communications Management service (ACM)</x:strong></x:p><x:p xml:space="preserve" id="i369994" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">The pilot response to an ATC instruction to change frequency shall be <e:Abbreviation Ref="i22610" Ident="WILCO" Value="WILCO" id="i369996" Updated="No" />. If the crew is unable to comply with this data link instruction, the pilot shall revert to voice communication to inform the ATC. When an aircraft is transferred to an adjacent sector / ATS unit by data link, the pilot shall acknowledge the instruction by WILCO, and then shall contact the next sector / ATS unit by voice communication on the assigned frequency.</x:p><x:p xml:space="preserve" id="i370003" Updated="No" class="ParagraphBold" xmlns:x="http://www.w3.org/1999/xhtml"><x:strong xml:space="preserve" id="i370004" Updated="No">ATC Microphone Check service (AMC)</x:strong></x:p><x:p xml:space="preserve" id="i370008" Updated="No" class="Paragraph" xmlns:x="http://www.w3.org/1999/xhtml">A "Check Stuck Microphone" instruction may be sent by an ATC in case the aircraft is inadvertently blocking a radio frequency. If the "Check Stuck Microphone" instruction relates to the radio telephony frequency currently being used, the pilot shall check that the aircraft radio equipment is not causing the blockage.
