GEN 3.3  AIR TRAFFIC SERVICES (ATS)

GEN 3.3.1  RESPONSIBLE SERVICE

The Oro navigacija AB of the Republic of Lithuania is the responsible authority for the provision of Air Traffic Services within the area indicated under GEN 3.3.2 below.

The Services are provided according to provisions contained in the following ICAO documents:

Annex 2Rules of the Air;
Annex 11Air Traffic Services;
Doc 4444Procedures for Air Navigation Services - Air Traffic Management (PANS-ATM);
Doc 8168 Procedures for Air Navigation Services Aircraft Operations (PANS-OPS);
Doc 7030Regional Supplementary Procedures.

Differences from these provisions are detailed in sub-section GEN 1.7.

GEN 3.3.2  AREA OF RESPONSIBILITY

Air Traffic Services are provided for the entire territory of Lithuania, including its territorial waters as well as airspace above the high seas within the Vilnius FIR/UIR.

In accordance with the international agreement in air traffic the other state shall provide the air navigation service in the part of airspace of the Republic of Lithuania (Vilnius FIR/UIR). Details of such services are provided in section ENR 2.2.

GEN 3.3.3  TYPES OF SERVICES

The following types of services are provided:

  • Alerting Service (ALRS);
  • Flight Information Service (FIS)*;
  • Area Control (ACC);
  • Approach Control (APP);
  • Aerodrome Control (TWR);
  • Automatic Terminal Information Service (ATIS) at certain aerodromes.

*Within uncontrolled airspace information given by FIS shall not be treated as clearance and do not constitute a pilot-in-command of a possible violation of applicable rules and regulations. Except when FIS will relay ATC clearance to enter controlled airspace.

GEN 3.3.4  COORDINATION BETWEEN THE OPERATOR AND ATS

Coordination between the operator and ATS is carried out in accordance with ICAO Annex 11 and ICAO Doc 4444, PANS-ATM.

GEN 3.3.5  MINIMUM FLIGHT ALTITUDES

The minimum flight altitudes on the ATS routes, as presented in section ENR 3, have been determined so as to ensure a minimum vertical clearance above the controlling obstacle in the area concerned.

Provision is made for including minimum flight altitudes on SID/STAR charts for the related control area. Such minimum flight altitudes will be derived from relevant minimum radar vectoring altitudes, minimum sector altitudes, minimum area altitudes, etc., as appropriate.

ATC will issue “Direct-To” (waypoint) clearances, associated with waypoints of terminal area procedures, as appropriate in the management of arriving and departing traffic. Operators must be aware that, unless an IFR flight is receiving navigational guidance from ATC in the form of headings based on the use of radar (i.e.: radar vectors), the pilot remains responsible for terrain clearance.
